US and UK Unveil Recommendations on Crypto Cooperation, Lacking Binding Rules

US-UK Crypto Cooperation Recommendations Announced

On August 12, 2026, the United States and the United Kingdom released a set of ten recommendations aimed at guiding the future of stablecoins, tokenized securities, and cross-border finance. However, these proposals are non-binding and do not create enforceable regulations, raising questions about their immediate market impact.

No Binding Rules Established

The recommendations, part of the Transatlantic Taskforce for Markets of the Future, which was established in September 2025, serve as a roadmap for cooperation between two of the world’s largest financial centers. Frank Hepworth, New Market Trading CEO, noted that these recommendations would produce little short-term impact without corresponding domestic regulations.

Focus Areas of the Recommendations

Among the ten recommendations, five focus on digital assets while the other half address various capital market issues including capital raising and market data consolidation. Central to the proposal is the establishment of a one-year industry group designed to explore cross-border applications of tokenized financial assets.

Stablecoins and Market Access

The recommendations also include a mechanism for regulated stablecoins from one country to access markets in the other. The officials emphasized the need for any cross-border stablecoin arrangement to ensure financial stability and protect consumers.

Regulatory Framework Challenges

Notably, the recommendations do not alter the existing legal framework governing issuers, exchanges, or investors, meaning companies must still adhere to the laws and regulatory requirements in their respective jurisdictions. Hepworth stated that the lack of binding provisions underscores the importance of ongoing coordination between the two nations as digital asset technologies evolve.

Pending US Regulations Under the GENIUS Act

For American stakeholders, the impact of these recommendations is tied to the implementation of the GENIUS Act, signed into law in July 2025, which aims to establish a federal regulatory framework for payment stablecoins. Compliance deadlines have been missed, but the act is set to take effect by January 18, 2027, if the outstanding regulations are completed in time.

UK Regulatory Developments

Meanwhile, the UK is advancing its own framework for stablecoin regulation under the oversight of the Financial Conduct Authority (FCA). The FCA intends to finalize its requirements by the end of 2026, allowing regulated stablecoins to operate by 2027.

As discussions around crypto regulation continue, both the US and the UK are keen to adapt their frameworks to remain competitive in an increasingly digital global market, although the path forward remains complex and uncertain.
