Recent trends in stablecoin regulation reveal a significant shift towards reinforcing the dominance of the U.S. dollar rather than prioritizing consumer protection. The GENIUS Act, signed by President Biden in June 2026, compels stablecoin issuers to back their tokens with U.S. Treasury bills, effectively transforming compliant stablecoins into vehicles for distributing U.S. government debt.

The GENIUS Act and Its Implications

The GENIUS Act mandates that payment stablecoins be backed by a limited set of eligible assets, including U.S. Treasury bills, insured bank deposits, or Treasury repurchase agreements. This creates a direct link between the growth of stablecoins and the demand for Treasury bills, positioning the stablecoin market as a structural buyer of U.S. government debt. As of August 2026, the stablecoin market capitalization surpassed $178 billion, projecting an increase in demand for short-term Treasury debt commensurate with this growth.

Tether’s Dominance in Treasury Holdings

Tether, the issuer of the USDT stablecoin, reported holding approximately $98 billion in U.S. Treasury bills, surpassing many sovereign nations outside the top 18 holders of American government debt. This strategic move was not legislated but was a voluntary decision by Tether, ostensibly to enhance the credibility of its reserves and to gain a risk-free yield. The new legislation enforces a similar obligation on all stablecoin issuers.

FASB’s Role in Integrating Stablecoins

The Financial Accounting Standards Board (FASB) has established three tests to qualify stablecoins as cash equivalents, which include requirements for redemption, low-risk liquid asset reserves, and independent attestation. While these guidelines seem consumer-centric, their core purpose is to embed stablecoins within the accounting frameworks utilized by corporations and financial institutions, thereby integrating them into the mainstream financial system.

Compliance Perimeter Favoring U.S. Issuers

The U.S. Treasury’s proposed rules delineate what constitutes the issuance, offering, or selling of stablecoins in the United States. This regulatory perimeter advantages issuers with established American banking ties, such as Circle, while disadvantaging others like Tether, which must adapt their operations to comply or risk exclusion from American financial infrastructure.

Impacts on Global Currency Competition

The design of the GENIUS Act does not explicitly prohibit non-dollar stablecoins, yet it inherently favors the U.S. dollar through its compliance framework centered on dollar-denominated assets and U.S. banking systems. Alternatives, such as the digital yuan and the digital euro, may offer competitive visions for cross-border payments but remain constrained within their domestic frameworks.

This regulatory approach underscores the broader strategy of safeguarding the dollar’s position in global finance, creating a financial ecosystem where the compliance mechanisms aim to minimize competition from alternative currencies while enhancing the dollar’s reach.
