In a significant move aimed at combating financial fraud, Brazil’s central bank has announced that crypto exchanges will be required to delay specific transfers to foreign platforms and self-custody wallets for up to 24 hours. This new regulation, outlined in Resolution BCB No. 584/2026, was published on August 7, 2026, and will take effect on January 1, 2027.

Details of the New Regulation

The central bank’s mandate applies to any customer transactions exceeding $10,000 and those that exchanges flag as potentially risky. This includes situations where customers deposit Brazilian reais or cryptocurrency with an exchange and then attempt to transfer these funds abroad or to a wallet under their control.

Rationale Behind the Policy

According to the central bank, cryptocurrencies are frequently utilized in moving funds derived from financial fraud, often before victims or institutions can intervene. The imposed hold is not indefinite; exchanges may release the transfer prior to the 24-hour timeframe if their risk assessment reveals no suspicious activity. They are required to document any decisions to release a transfer and inform their customers when a transaction is on hold.

Impact on Exchanges and Users

As part of this regulation, exchanges now bear greater responsibility for evaluating the risk associated with each transfer, taking into account the customer’s profile, transaction specifics, and the jurisdiction of the recipient. Regina Pedroso, the president of the Brazilian tokenization group Abtoken, expressed concern that this policy could hinder legitimate users and diminish the competitive edge of local exchanges.
