U.S. and U.K. Collaborate on Tokenized Finance Regulation
The United States and the United Kingdom have unveiled a 10-point roadmap aimed at harmonizing regulatory frameworks for tokenized financial products. This initiative is designed to facilitate the movement of tokenized assets between their markets, with a focus on making blockchain-based finance a more significant aspect of capital markets.
New Recommendations for Digital Assets
Published jointly by the U.S. Department of the Treasury and HM Treasury, the report from the Transatlantic Taskforce for Markets of the Future outlines strategies to minimize regulatory hurdles that could impede the growth of tokenized securities, stablecoins, and other digital assets.
Industry Collaboration and Testing
The recommendations include the formation of an industry-led working group tasked with testing cross-border tokenization endeavors. Furthermore, the plan emphasizes the necessity to coordinate the regulation of tokenized securities and assists in the development of cross-border stablecoins.
Exploring Global Banking Standards
Additionally, the roadmap suggests a review of existing global banking standards as they pertain to crypto assets. It advocates for the creation of policy frameworks that enable the coexistence of stablecoins, tokenized bank deposits, and other digital currencies.
Joint Support for Cross-Border Stablecoins
Both governments have expressed their commitment to fostering an environment conducive to cross-border stablecoin activity, emphasizing the pivotal role of the private sector in advancing digital currency and payment systems.
Regulatory Collaboration and Oversight
The newly released recommendations do not introduce any immediate new regulations. Instead, they set a collaborative tone among key regulatory bodies, including the U.S. Securities and Exchange Commission (SEC), the Commodity Futures Trading Commission (CFTC), the Financial Conduct Authority (FCA) in the U.K., and the Bank of England. The focus is on exploring unified approaches to the settlement of tokenized securities and considering the potential role of stablecoins as collateral in financial markets.
Strengthening Traditional Financial Cooperation
Beyond digital assets, the roadmap advocates for enhanced cooperation in traditional finance, with the SEC and FCA identifying methods to simplify cross-border capital raising. Regulators are also set to reassess the supervision of derivatives markets, transparency in market data, and international accounting standards.
Commitment to Innovation and Growth
Treasury Secretary Scott Bessent commented that these recommendations signify the robust nature of the financial markets in both the U.S. and U.K., along with their shared dedication to fostering economic growth, innovation, and competitive markets.
