The U.S. Treasury Department has taken significant steps to combat Iran’s access to cryptocurrencies by sanctioning two crypto exchanges: Shelbit and Aban Tether. These measures aim to disrupt financial networks that allegedly support the Islamic Revolutionary Guard Corps (IRGC) and other sanctioned entities.
Targets of the Sanctions
According to a recent press release from the Treasury’s Office of Foreign Assets Control (OFAC), the sanctions were imposed because both exchanges facilitated the movement of funds outside the traditional banking system. Additionally, the sanctions extend to an individual named Siavash Kayvanpour and a network of companies linked to him operating in Georgia, Poland, and the United Arab Emirates.
Financial Activities of the Sanctioned Entities
Data from the Treasury indicates that wallets associated with the IRGC transferred over $1 million in cryptocurrency to Shelbit, while around $2 million was sent from Shelbit to IRGC-controlled wallets. Transactions from wallets tied to Kayvanpour have also involved significant flows to Nobitex, Iran’s largest crypto exchange.
Broader Context of U.S. Sanctions
In addition to targeting Shelbit and Aban Tether, the Treasury’s latest action also includes sanctions against a broader network of foreign exchange houses and shell companies that have allegedly aided Iran’s shadow banking activities, moving hundreds of millions in funds possibly linked to overseas oil sales. This crackdown is part of the U.S.’s ongoing efforts to cut off Iran’s access to foreign currency and isolate it from global financial markets.

Treasury Secretary Scott Bessent remarked, “The Iranian regime’s reliance on digital assets and shadow banking networks is further evidence that Economic Fury is working. Whether in dollars, rials, or crypto, Treasury will hunt down and dismantle the illicit financial networks that keep the regime afloat.”

The increasing pressure from U.S. sanctions poses challenges for crypto exchanges and stablecoin issuers, necessitating stricter compliance in identifying and blocking Iranian-linked funds.
