TeraWulf Stock Declines Amid New York’s Data Center Permit Halt

TeraWulf’s shares experienced a decline of more than 7% after New York announced a temporary suspension on new environmental permits for large-scale data centers. The executive order, signed by Governor Kathy Hochul, mandates a one-year pause while regulators develop a framework to assess the environmental impacts of such facilities.

Governor’s Executive Order Details

The executive order prevents the state from issuing new permits as the Department of Public Service prepares a Generic Environmental Impact Statement. This assessment will address various factors, including electricity demand, water usage, and air quality, and sets the stage for future data center development guidelines. Notably, this pause does not affect TeraWulf’s Lake Mariner and Lake Hawkeye projects, which are progressing as planned.

Market Reaction and Company Updates

In response to the announcement, TeraWulf’s shares closed down 7.08% to $19.41. Despite the market response, the company emphasized that their existing operations and development timeline in New York remain stable. TeraWulf’s CEO, Paul Prager, stated on social media that the organization is exploring on-site power generation options for their Lake Hawkeye project, aligning with state energy priorities.

Expansion in AI Sector

While facing setbacks in New York, TeraWulf continues to expand its artificial intelligence (AI) and high-performance computing sectors. Recently, the company secured a 20-year lease with Anthropic for its Justified Data campus located in Kentucky, which is projected to generate approximately $19 billion in revenue.

Financial Outlook and Future Projects

TeraWulf is also planning to raise around $3.5 billion through leveraged loans and high-yield bonds to finance the construction of its Kentucky AI campus. This facility is expected to have a capacity of 401 megawatts and begin operations in the latter half of 2027, with full deployment anticipated by early 2028.

Shifts in Revenue Sources

In its recent financial reporting, TeraWulf highlighted a notable shift in revenue. For the first quarter of 2026, the company’s high-performance computing lease revenue reached $21 million, surpassing its digital asset mining revenue of just under $13 million for the first time. Overall, TeraWulf reported total quarterly revenues of $34 million, slightly down from $34.4 million a year prior.
