Russia Proposes Regulations for Cryptocurrency Exchanges Ahead of Market Launch

Introduction to Proposed Regulations

Russia’s central bank has unveiled detailed proposals for the regulation of cryptocurrency exchanges, digital asset depositories, and market registration ahead of the anticipated launch of the country’s regulated crypto market set for September 1, 2026.

Capital Requirements and Trading Procedures

The draft regulations establish capital requirements for digital depositories, which will need to maintain a minimum equity ranging from 50 million to 250 million rubles (approximately $600,000 to $3 million), depending on the services provided. Cryptocurrency exchanges, meanwhile, will have the flexibility to determine their own trading procedures and can independently calculate market prices and weighted average values for the digital assets traded on their platforms.

The Role of the Bank of Russia

The Bank of Russia will oversee the regulatory framework by maintaining official records for licensed market participants. This includes the registration of platforms that issue, store, and trade cryptocurrencies. The new regulations complement the recently adopted federal law “On Digital Currency and Digital Rights,” which is pending final approval.

Impact on Retail Investors

Retail investor participation will continue to be restricted. Under the new framework, non-qualified investors will only be permitted to buy specific cryptocurrencies such as Bitcoin, Ethereum, and Tether (USDT) through regulated intermediaries. The legislation limits annual purchases for these investors to approximately 4,000 USD, significantly lower than previous limits.

Transitional Provisions

While the legal framework is set to come into effect on September 1, some technical provisions will only apply from the second half of 2027. This transition period will give exchanges, brokers, and financial institutions the necessary time to register and adapt to the new regulatory standards.

Next Steps and Future Developments

As the central bank prepares to implement these regulations, it has publicly released the draft proposals for review, allowing for public feedback prior to finalization. Major financial institutions like Sberbank and VTB are already planning to offer services aligned with the new framework, indicating a significant move towards a more organized and regulated cryptocurrency market in Russia.
