RL1 Launches as New Hub for Regulated Financial Services in Europe

RL1 commenced operations on July 28, 2026, establishing itself as a Luxembourg-based European Cooperative Society composed of ten founding financial institutions. This cooperative aims to facilitate regulated tokenized markets and digital currency transactions.

Founding Members and Governance Structure

The founding institutions of RL1 include notable names such as ABN AMRO, Cecabank, Chartered Investment, Crédit Mutuel Alliance Fédérale, DekaBank, DZ BANK, LBBW, Natixis CIB, SC Ventures, and Seturion. Each member holds equal voting rights regarding network governance and development, supported by a general assembly, supervisory board, and operational management board. Membership is open to additional regulated financial market participants.

Network Capabilities and Initial Transactions

Before its official launch, RL1’s underlying network, derived from the SWIAT production network, managed over 50 transactions valued at more than €700 million. SWIAT will continue to provide technological and operational support for RL1, though the cooperative will now own the distributed ledger network.

Future Expansion and Collaborations

In addition to its founding members, NatWest is set to join RL1 shortly, with KfW and L-Bank helping to support network expansion though they are not founding members. The upcoming admission of NatWest is expected to enhance the cooperative’s capabilities further.

Target Applications and Next Steps

RL1 is focusing on a range of applications, including tokenized bonds, funds, and various forms of digital money. A practical test is anticipated through KfW’s upcoming blockchain bond, which aims to migrate its registrar and underlying ledger to RL1 in the fall. This transition will additionally involve connecting with the Eurosystem’s Pontes infrastructure.

Outlook and Future Developments

The European Central Bank’s plans to introduce Pontes will enable efficient settlement of tokenized transactions using central bank money, potentially bolstering RL1’s adoption. Seturion is also exploring blockchain connections with Société Générale and SG-FORGE, although detailed timelines for further developments and broader membership remain unspecified. As RL1 asserts its goal to become “the connecting infrastructure for Europe’s digital financial market,” its future measures will be closely monitored by the financial community.
