Michael Saylor Claims BIP-110 Lacks Sufficient Miner Support

Michael Saylor, Executive Chairman of Strategy, has stated that the Bitcoin Improvement Proposal (BIP-110) is unable to achieve the required voluntary miner consensus, as indicated by recent blockchain signaling data. As of August 2, 2026, BIP-110 had garnered only 2.53% support from miners, significantly below the necessary 55% threshold.

Virginia Findings on Miners’ Signals

Analysis from August 1 revealed that out of 1,108 blocks, merely 28 provided signaling for BIP-110, which Saylor attributed entirely to miners utilizing the DATUM system to share rewards through OCEAN. Initial observations noted that at block 960,561, there were 24 signals out of 946 blocks, accounting for a support rate of 2.54%. By August 2, the BIP-110 monitor indicated almost unchanged numbers despite the small increase in signal count.

Challenges Facing BIP-110

The proposal requires a total of 1,109 signaling blocks within a designated difficulty period of 2,016 blocks to achieve voluntary lock-in. Even in the event that all remaining blocks signaled support, the total could only reach 936, denoting that reaching the 55% threshold is “mathematically unreachable” during the current period.

Overview of BIP-110 Provisions

BIP-110, known formally as the Reduced Data Temporary Softfork, proposes temporary consensus restrictions aimed at limiting certain types of transaction data. These include imposing limits on output scripts, capping OP_RETURN outputs, and placing restrictions on specific Taproot features while ensuring outputs prior to the proposal’s activation remain exempt.

Criticism and Concerns

Critics, including Saylor and Blockstream co-founder Adam Back, argue against enforcing consensus rules that dictate which valid transaction structures may occupy block space. Saylor has expressed concern that fee markets and existing node policies should address these issues more appropriately than consensus limitations.

Future Steps for BIP-110

As the current voluntary signaling period concludes at block 961,631, a new mandatory signaling phase will begin. During this phase, any blocks that do not signal for BIP-110 will be rejected by nodes enforcing the proposal. Although low voluntary signaling does not effectively cancel BIP-110, a lack of broad consensus may lead to a division within the network if hashpower continues directing efforts towards non-signaling blocks.

Saylor cautioned that any indication of 100% signaling during the mandatory window would reflect compliance with software rules rather than genuine endorsement. The next developments in this process will depend on major mining pools, exchanges, and wallets as they prepare for the upcoming mandatory signaling stage.
