Kazakhstan Mandates Contributions from Bitcoin Miners to State Crypto Reserve

Kazakhstan has unveiled a new regulatory framework requiring Bitcoin miners to contribute a portion of their mined assets to a state-backed cryptocurrency reserve. This strategic move links the provision of regulated electricity to sizable crypto-miners with their commitment to the national reserve.

New Framework Details

Approved on July 18, 2026, through Government Resolution No. 638, the framework operates under the principle of strategic digital mining. This designation allows qualifying miners, those who meet rigorous criteria, to gain access to regulated electricity tariffs in exchange for contributing cryptocurrency to the Astana Hub, a state-supported technology cluster.

To achieve strategic status, miners must own a digital mining data center with at least 150 megawatts of installed capacity and ensure that their mining equipment delivers a minimum computing power of 150 terahashes per second per unit. Additional requirements include employing skilled technical staff, maintaining on-site repair facilities, and securing internet service contracts.

Incentive Structure for Miners

Once miners are approved, they will enter agreements with Astana Hub’s autonomous fund and must procure electricity from designated power companies. Importantly, the resolution stipulates that miners are required to transfer a percentage of their mined cryptocurrency into the state reserve mechanism managed through Astana Hub. While the government has not confirmed the exact percentage, local reports suggest it could be around 10%.

Broader Context of the Policy

This initiative is part of Kazakhstan’s ongoing strategy to enhance its digital asset market while ensuring a more cohesive integration of the mining industry with governmental oversight. In the previous year, Kazakhstan launched the Alem Crypto Fund to build a long-term reserve, marking its serious intent to engage with the regulated crypto sector. Furthermore, the National Bank of Kazakhstan has indicated plans to allocate up to $350 million from its reserves into cryptocurrency-related investments.

Kazakhstan’s Position in Global Mining

Following China’s crackdown on the industry, Kazakhstan emerged as a significant hub for Bitcoin mining, currently ranking fifth in the world for mining activity according to a report from April 2025. The new requirements enhance the alignment of electricity access with involvement in state-supported cryptocurrency initiatives, thereby underscoring Kazakhstan’s ambition to solidify its role in the global digital economy.
