Hong Kong Central Bank Highlights Quantum Preparedness Concerns

The Hong Kong Monetary Authority (HKMA) has issued a serious warning regarding the banking sector’s readiness for the challenges presented by quantum computing. In a recently published whitepaper, the centralized financial regulator introduced its first-ever Quantum Preparedness Index, which received a troubling score of 2.3 out of 10.

Survey Shows Banks Lagging in Quantum Awareness

Unveiled at the eighth FiNETech conference, the whitepaper reflects a survey conducted earlier this year, indicating that while there is a growing awareness of quantum risks within the banking industry, actual preparedness remains significantly inadequate. Approximately 68% of surveyed banks demonstrated some level of awareness or had begun planning, but only one-third had initiated investigations or testing of quantum technologies.

Risks Associated with Quantum Computing

As quantum computing technology advances, it poses serious risks to traditional cryptography, which underlies the security of modern finance. Banks are particularly vulnerable to “harvest now, decrypt later” threats, a concern raised by the Bank for International Settlements as an urgent issue affecting the financial system. This method allows adversaries to store encrypted data today, with plans to decrypt it once quantum capabilities evolve sufficiently.

Future Plans for Quantum Readiness

In light of these findings, the HKMA is working towards achieving a goal of a perfect score of 10 on the Quantum Preparedness Index by 2030. To facilitate this progress, the HKMA is developing practical tools, including a post-quantum cryptography toolkit in partnership with the Hong Kong University of Science and Technology. Additionally, workshops aimed at enhancing skills, boosting cryptographic agility, and responsibly exploring quantum opportunities will be conducted for banks.

A Global Perspective on Quantum Computing

The challenge of quantum computing is not unique to Hong Kong. In the United States, recent executive orders signed by President Trump aim to accelerate quantum computing development with the goal of constructing a powerful research machine by 2028, and migrating federal systems to post-quantum cryptography by 2030-31.
