Circle Internet Group, Inc. has announced that it has obtained a limited purpose trust charter from the New York Department of Financial Services (NYDFS). This charter grants Circle the legal authority to offer fiduciary, custody, and asset-management services in accordance with New York banking law.

Jeremy Allaire, Co-Founder, Chairman, and CEO of Circle, emphasized the importance of this approval, stating, “Earning a New York trust charter has been a longstanding objective for Circle given the regulatory clarity that comes with it.” This advancement in regulatory compliance supports Circle’s position within the evolving cryptocurrency landscape.
Market Position of USDC
Circle is known for issuing USDC, the world’s second-largest stablecoin, which boasts a market capitalization of over $71.8 billion. The company’s stock price remained stable at $64.24 following the announcement.
National Trust Bank Approval
Earlier this month, Circle received additional approval from the U.S. Office of the Comptroller of the Currency (OCC) to establish a national trust bank. This national bank will enhance the safety and regulation of the USDC Reserve, facilitating custodial services for institutional clients.
Industry Context
Circle is among several crypto firms, including Coinbase, Moonpay, Bitgo, and Paxos, that have previously secured the limited purpose trust charter from NYDFS. Circle was also the first company to receive a BitLicense from the NYDFS nearly six years ago, highlighting its proactive approach in navigating the regulatory environment.
