Bitcoin Policy Institute Collaborates with State Department
The Bitcoin Policy Institute (BPI) has officially joined the U.S. State Department’s Freedom Tech Excellence Program (FTEP) as a founding partner. This initiative aims to enhance digital freedom globally by integrating private-sector expertise into government projects.
Objectives of the Freedom Tech Excellence Program
Under the FTEP, BPI staff will engage in temporary assignments with the State Department, focusing on vital issues such as online expression, digital privacy tools, and the governance of artificial intelligence. The program also seeks to counteract digital surveillance and online scams while promoting responsible AI governance standards.
Alongside BPI, other founding partners include Palantir Technologies, Anduril Industries, and the Victims of Communism Memorial Foundation. These organizations bring diverse expertise in areas ranging from data technology to human rights advocacy.
Engagement Structure and Focus Areas
The State Department characterizes FTEP as a talent partnership designed to temporarily place specialists from the private sector within governmental roles. Participants will support diplomatic efforts while maintaining ties to their original organizations. Their contributions will revolve around improving online freedom, expanding access to encryption, and enhancing online safety.

While BPI’s involvement in FTEP will focus on defending digital freedoms, it does not equate to an endorsement or promotion of Bitcoin by the State Department in all initiatives. BPI will continue its separate policy work, including hosting its upcoming Freedom Tech DC summit scheduled for September 22-23 in Washington, D.C. The summit will gather policymakers, investors, and researchers to discuss the intersections of technology and rights.
The FTEP development represents a unique opportunity for BPI to influence U.S. policy on digital freedom. However, it remains distinct from ongoing efforts surrounding the potential establishment of a Strategic Bitcoin Reserve initiated under former President Donald Trump’s executive order.
While BPI has supported legislative efforts related to Bitcoin, the current FTEP initiative is not linked to these legislative tracks but serves to foster collaboration in enhancing global digital freedoms through government-private sector partnerships.
