According to Coinbase vice chair Ryan VanGrack, recent talks have led to stronger safeguards for users of digital assets. He described these new provisions as granting the legislation “more teeth,” citing the need to enhance the existing regulatory framework. “At the end of the day, this is about customer protections,” VanGrack stated. He emphasized that the bill addresses the lack of infrastructure catering to customer safety in the current context.

Reports indicate that as of July 20, the White House has not approved the proposed ethics language, which is crucial for establishing restrictions on how top government officials can engage with digital asset businesses while influencing federal crypto policy. Limited Timeframe for Finalizing Legislation

As the Senate approaches its August recess, the urgency for a resolution intensifies. White House crypto adviser Patrick Witt has postponed his military training to focus on the negotiations. With the Senate’s final session before the recess scheduled for August 7, lawmakers are racing against time to address remaining disagreements. Even if the Senate passes its version of the CLARITY Act, reconciling differences with the House-passed bill will still be necessary before it can reach the President’s desk.

Market Reactions and Future Outlook

The ongoing negotiations have created a cautious atmosphere in prediction markets, with traders estimating only a 31% probability that the CLARITY Act will be enacted in 2026.
