Binance Philippines Restores Access Under SEC Sandbox Framework

In a significant development, Binance Philippines has regained access for users across the Philippines. This comes after PLDT, a major telecommunications provider, restored the platform on its network, allowing Binance to operate under the supervision of the Securities and Exchange Commission (SEC) in a controlled testing environment.

Access Restoration and Compliance

PLDT’s move to restore access follows a similar decision made by Globe Telecom in May. Users can now visit Binance’s localized site, which identifies BlockShoals Technologies Inc. as the intermediary facilitating the exchange’s services in the country. BlockShoals operates under the SEC’s Strategic Regulatory Sandbox and is working to ensure compliance with local regulations.

Regulatory Framework and Future Steps

The return of Binance is marked by a new legal structure, distinct from its previous unlicensed operations, which were halted by authorities in 2024 for not having the required local registration. The SEC had requested the blocking of Binance’s website and removal from local app stores. Now, with in-principle approval granted to BlockShoals in November 2025, services linked to Binance are being tested under SEC oversight.

Future Onboarding and Local Services

The initial phase of this new arrangement includes a 90-day integration period, after which customer onboarding is expected to commence. While users can access the site, they are still waiting for the completion of Philippine peso payment channels, which are in the process of being integrated as per the country’s anti-money laundering regulations. The launch of local fiat channels, crucial for broader user access, is still pending.

Further Developments in the Crypto Market

Binance co-founder Changpeng Zhao, known as “CZ,” confirmed the website’s restoration in a post on X, noting that a fiat channel is anticipated soon. His comments came after his participation in the ASEAN Tech Summit in Manila, signaling Binance’s proactive approach to re-establishing its presence in the region.

Although the restored access is a step forward in Binance’s journey back into the Philippine market, it is clear that the exchange is still navigating the complexities of local compliance and operational readiness. Until all systems are fully integrated, the current status reflects progress rather than a complete public relaunch.
