Binance.US Aims to Enter Prediction Markets with CFTC License Application

Binance.US is positioning itself to enter the U.S. prediction market sector, announcing plans to apply for a federal license that would enable the exchange to offer regulated event contracts for retail customers. This initiative advances its strategy to diversify beyond spot cryptocurrency trading into derivatives and event contracts.

Strategy and Market Competition

At the Rare Evo conference in Las Vegas, Binance.US Chief Executive Officer Stephen Gregory revealed that the exchange aims to submit its application for a designated contract market (DCM) license to the Commodity Futures Trading Commission (CFTC) in August 2026. If granted, this license would allow Binance.US to introduce futures, options, and event-based contracts under CFTC oversight, marking a significant shift in its business model.

The move aligns with a broader trend observed in the industry, as competitors like Robinhood have recently reported a surge in event contract revenue. Robinhood’s earnings showed substantial growth, underscoring the demand for prediction markets and event contracts among investors.

Current Landscape and Regulatory Challenges

Despite potential federal approval, the legal landscape for prediction market operators remains fraught with uncertainty. State-level challenges persist, as lawsuits and conflicting court rulings create hurdles. For instance, a recent ruling by a federal judge in Wisconsin denied the CFTC’s request to prevent the state from enforcing its gambling laws against platforms engaging in prediction markets.

While some states are allowing certain prediction market operations, others, like Minnesota, have issued temporary blocks against enforcement of their prediction market bans, adding to the inconsistency across the country.

Expanding Business and Future Outlook

Gregory has expressed his intent to restore Binance.US to about 20% of its previous market share previously held before facing regulatory challenges. Predicted revenue streams from derivatives and prediction markets could accelerate this recovery, complementing recently improved liquidity and reduced trading fees.

As interest in prediction markets continues to rise, Binance.US’s expansion could further diversify its offerings, making it more competitive in the evolving financial landscape.

Regulatory Developments

On the regulatory front, the CFTC is currently reviewing amendments to Rule 40.11, which would formalize the process for assessing event contracts related to gaming and other unconventional activities. These discussions have attracted attention from various stakeholders including exchanges and state governments, highlighting the complexities involved in integrating such products into the existing regulatory framework.
